Dr. Monique Carroll standing at the podium speaking the 2025 CSU Athletics Graduates Dr. Monique Carroll was named Director of Intercollegiate Athletics at Chicago State on July 28, 2022, and promoted to Vice President and Director of Intercollegiate Athletics in December 2023. She has made a significant and immediate impact, as her vision has been instrumental in transforming CSU Athletics, the University, and the South Side of Chicago.

Dr. Carroll collaborated with President Z Scott and the CSU Board of Trustees to secure full membership in the Northeast Conference (NEC). Now in their third season, the Cougars’ participation in the NEC has brought stability to CSU Athletics.

Beginning in January 2023, Dr. Carroll and University leadership led CSU Athletics in expanding its sports offerings. In Fall 2024, CSU became the 14th NCAA Division I university to offer women’s triathlon as a varsity sport, setting the stage for further growth.Coach Rome II stands with President Scott and Dr. Carroll, holding a Chicago State University football jersey.
After more than two years of planning, Chicago State University leadership launched NCAA Division I football. Bobby Rome II was named the program’s first head coach on February 11, 2025. Later that year, the CSU Board of Trustees unanimously approved beginning play in Fall 2026, marking a significant milestone for the University and the South Side.

Chicago State played its inaugural football game on August 29, 2026, becoming the city’s first NCAA Division I football team. The Cougars will play as an independent this season before beginning NEC play in 2027.

In June 2026, Dr. Carroll was named Athletic Director of the Year by the National Association of Collegiate Directors of Athletics (NACDA), one of the organization’s highest honors recognizing exemplary leadership and service in college athletics.

Dr. Carroll joined Chicago State after serving as athletic director at Huston-Tillotson University from 2021 to 2023. During her tenure, she established partnerships with Thrivent Financial to support athletic operations and social justice internship initiatives, providing student-athletes with financial literacy resources. She also partnered with the San Antonio Spurs and Frost Bank to secure the $100,000 Spurs Operation Renovation Grant and oversaw a four-year agreement with adidas via Cardinal Sports to support all 13 Red River Athletic Conference teams, cheerleading, and E-Sports. Academically, 60 student-athletes earned degrees during the 2019-2021 academic years, with nine achieving a 4.00 GPA and 90 maintaining a GPA of 3.00 or higher by Spring 2021.

Prior to Huston-Tillotson, Carroll was Deputy Athletic Director for Internal Operations and Senior Woman Administrator at South Carolina State University, where she served as sport administrator for 10 sports. She also oversaw business operations, compliance, academics, strength and conditioning, sports medicine, ticketing, sports information, and game day operations.

Before joining South Carolina State, Carroll spent nearly a decade at Prairie View A&M University (2010-2018), ultimately serving as Associate Athletic Director for External Operations. She managed all external functions of Panther Athletics, including fundraising, game operations, ticketing, sponsorships, and advertising.

During the 2016-17 season, Carroll led significant growth in athletic department sponsorship and revenue, with Panther Athletics generating over $17.8 million, the highest among public HBCU Division I Athletics Departments. She also implemented seating plans at the new 15,000-seat Panther Stadium, which opened to a sellout crowd and a come-from-behind victory over Texas Southern on ESPNU.

Carroll established the Athletic Director's Club, which set fundraising records and achieved a 46% increase in its third year.

She previously served as Director of Athletic Compliance, ensuring compliance for the Panthers' 18 Division I programs with Prairie View A&M, the Southwestern Athletic Conference (SWAC), and NCAA rules. Carroll also managed compliance software, athletic certification, and rules education for faculty, staff, boosters, coaches, and student-athletes.

Before joining Prairie View A&M University, Carroll was Coordinator of Student-Athlete Services and Compliance Assistant for the Southwestern Athletic Conference. She oversaw the Student-Athlete Advisory Committee, served as liaison for campus SAAC committees, and assisted with daily compliance duties, including managing the National Letter of Intent program.

Carroll began her career in intercollegiate athletics as a compliance volunteer at the University of Arkansas-Pine Bluff (UAPB), where she was a three-sport athlete in volleyball, track and field, and bowling. She later attended Langston University (LU), where she competed in track and field and set four school records in the indoor high jump, outdoor high jump, outdoor triple jump, and women's heptathlon. She has represented the SWAC on the NCAA Division I National SAAC Committee and served on the NCAA Committee on Women's Athletics. Her memberships include Women Leaders in College Sports, National Association for Athletics Compliance (NAAC), Black Women in Sport Foundation (BWSF), and Zeta Phi Beta Sorority, Inc.

A native of New Boston, Texas, Carroll earned a Bachelor of Science in Secondary Health and Physical Education from Arkansas Pine Bluff, a Master of Sports Science in Sports Management from the United States Sports Academy in Daphne, Alabama, and a Doctor of Education with an emphasis in sports management from Northcentral University.
