INTRAMURAL POLICIES & PROCEDURES

The purpose of intramural policies and procedures is to ensure fair participation int he intramural sports program for all program participants. These rules will serve as a guide for an enjoyable experience for all and should be understood in conjunction with the Chicago State Student Code of Conduct.

RISK & RESPONSIBILITY


Participation in any intramural activity is completely voluntary. Each participant assumes responsibility for his/her own health and insurance needs. Individuals are encouraged to have physical examinations prior to their participation in any sports or activity. Individual are also encouraged to obtain adequate health and accident insurance prior to participating in intramural/recreational activity. Chicago State University and Campus Recreation assume no responsibility for injuries, medical bills or personal property loss or damages resulting from participation in sports, activities or events sponsored by Chicago State University Athletics and Campus Recreation. All participants must complete a waiver of liability prior to their participation in any sport, event or activity sponsored by Chicago State University Athletics and Campus Recreation.

EQUIPMENT


Balls
Please bring your own balls to warm up with. Game balls will be provided.
 
Jewelry
Jewelry such as bracelets, necklaces, piercings and other items deemed potentially harmful by Campus Recreation Managers or officials are not permitted during any sport. Jewelry is not permitted regardless of its significance or personal meaning, with the exception of medical alert bracelets. Jewelry may not be covered or hidden.
 
Jerseys
-Jerseys will be made available. All players must return the jerseys to the black bags  
 immediately after the game.
    *A shirt must be warn under the jerseys
    *At the end of each game, all dirty jerseys should be placed in the bags by the participant
-Teams may wear they own jerseys provided that all members are wearing the same shade
 of color and all jerseys must have a number that is at least 3" in height on both the front and back
 
Footwear & Knee-braces
In all sports players must wear athletic type shoes that cover the foot completely. Sandals, boots, and open toe shoes are NOT allowed. Knee braces are permitted with approved protective covers (neoprene protective covers).
 
Pets
Pets are not permitted in any Intramural Sports playing facilities.

ELIGIBILITY


Participation
The program is open to all currently enrolled Chicago State students, faculty, staff, alumni and membership holders with a valid Chicago State University identification.Valid CSU identification must consist of one of the following:
      *Student ID (i.e. Spring 2013)
      *Staff ID
      *Faculty ID
      *Current Alumni Card (w/ picture ID)
      *CSU Fitness Membership Card (w/ picture ID)
 
Intercollegiate Squad Members
Any individual who is or has been a member of a varsity, junior varsity, red shirt squad, or on an athletic scholarship at Chicago State or other institution of comparable athletic stature (NCAA, NAIA or JUCO), is not eligible to compete in that intramural sport or related sport until they have been out of that varsity sport for one full calendar year. Membership shall include persons practicing or working out with the team whether they play or not.

Professional Athletes
People who, for any form of compensation/income, compete or have competed in their sport or related intramural sport may not compete in that intramural sport or related sport until they have been out of that sport for at least two full calendar years.  
Ex: Professional Athlete Fall 2012, Eligible for Intramural Competition Spring 2015
 
Eligibility of Opponents
When questioning the eligibility of an opponent it is mandatory for the protesting player(s)/team(s) to announce those questions to the opposing designated captain and game official(s) prior to the start of the game (there is some leeway for extenuating circumstances). The official(s) and supervisor will acknowledge that the game is being played under protest. The team captain is the only person that may make protests. The protesting team must complete the online protest form by the end of the same business day.
 
 It is the responsibility of the protesting individual(s) to provide documentation and proof of ineligibility.  Proof must be provided within 48 hours of protested game to the Manager of Campus Recreation. If a participant is found to be ineligible, that contest will be declared a forfeit. Furthermore, the ineligible participant must meet with the Manager of Campus Recreation before being eligible to participate in any other intramural/special event activities.

Adding Players
Teams are permitted to add eligible members throughout the season until the playoffs under the following terms:
·      All participants must present their own valid Chicago State ID before being added to a team roster
·      A player must have played in at least one previous game to be eligible for the playoffs
·      New participants may bring valid CSU identification to the game site, sign up on IMLeagues and check in with the event supervisor.  
Teams may not add players beyond the allotted roster maximum for each sport. Once a player on a team has checked in for a game they become a part of that teams official roster. During tournaments, rosters lock and a team may not add players to their roster after the completion of their first game.
 
Free Agents
We prefer people to register as teams but you can also register as a free agent, which means that you are looking for a team. You can list yourself as a free agent in as many sports/leagues as you would like. You will be visible to all members of the site and can request to join teams, or post information about yourself so teams can request to add you to their team.
 
Replacing Players
Once a player is on an official roster, they may not be replaced, unless they are removed due to injury. SEE INJURY RESERVE 
 
Playing on More Than One Team
A player may play for only one team during a season in any given sport. In a case where a player’s name is on more than one roster, that player is considered part of the team on which he/she first participates. Once a player has played for a team he/she may not switch to another team. Playing for a second team will result in that team forfeiting the contest; the player will also become ineligible and must meet with a Campus Recreation Manager prior to their participation in any other intramural competition.
 
Injury Reserve
A player may be removed from a roster if he/she is injured and cannot participate in Intramural Sports contests for the remainder of the semester. To be removed from the roster, the player must email the Manager of Campus Recreation and inform them of their inability to participate for the rest of the semester. This cannot be done at the game-site. The injured player will not be allowed to play ANY Intramural Sports events until the following semester of play. Once a player follows the proper injury drop procedure, he/she may be replaced on the team’s roster with one eligible player that has not played on any other team. Teams may have a maximum of one (1) injury replacement during a given league or tournament.
 
Improper Use of Identification
No player is allowed to use another person’s Chicago State ID to sign in and participate in any intramural activity. If found to be using someone else's ID both the player signing in and the name on the ID card will be deemed ineligible to participate in Intramurals for at least one (1) semester and possibly one full academic year. Additionally, the team he/she is playing for shall forfeit the game. If the rightful owner of a confiscated ID wishes to retrieve their ID, they must do so from the Manager of Campus Recreation and show another form of picture identification.

REGISTRATION


Registration is signing up to participate in an Intramural Sports event. Each player must register with IMLeagues and be added to a roster to be eligible to play with that team. Their first and last name MUST match the name on their student, faculty, staff, alumni or community membership ID. In addition to registering, captains MUST accept each player to their playing roster. Individuals must be registered, and be accepted to a team before being eligible to participate in any intramural contests. For individual events, participants must register with IMLeagues and sign up for each event.

 
All teams must have at least the required number of players for that sport or event to be moved from the waitlist and added to the league or tournament. Each sport has a roster max. SEE ROSTER LIMITS Teams may also select a free agent from the free agent list available of IMLeagues.

CAPTAIN'S RESPONSIBILITIES  


A captain is the individual that registers himself/ herself or who organizes an intramural team and registers it to be placed in a league. The role of team captain is not transferrable; however duties may be delegated to the assistant captain as indicated on the registration form. The team captain shall make all decisions on participation for his/her team.
 
The Captain is responsible for:
*Registering on IMLeagues and filling the rosters spots on their team.
*Notifying team members of the rules of the game and game schedules so that all are ready to play at game time.
*Prior to game time, the captain is responsible for ensuring that all players have signed in with the Intramural Sports Supervisor (all players should check in  
   15 minutes prior to their scheduled game time).
*Following the game, both captains must sign the score sheet to confirm that the game is recorded correctly
*Captains are urged to notify all players and fans that alcohol, tobacco and other illegal substances are prohibited on all Intramural playing sites and that no  
   one is allowed to participate while under the influence of said substances.
*Confirming the eligibility of each of their teammates prior to allowing them to participate on their team
*Ensuring their team or anyone affiliated with the team has appropriate conduct at all times.
*Making sure each of its teams players participate on only one team during the season, and if a player wants to change teams, making sure it is done within
  the rules.
*Cooperating fully with the Intramural staff on all matters pertaining to the successful operation of the program.
*Keeping fully informed of eligibility rules and requirements and abiding by them. The captain is completely responsible for the eligibility of his/her
 members.
*Maintaining high standards of sportsmanship for his/her team.
*Keeping thoroughly informed of the Rules of Conduct used by the Intramural Program.
*Checking IMLeagues for information regarding his/her teams' activities and schedules
*Keeping in close and frequent contact with Intramural Staff.
*Checking email frequently.

PROTESTS  
   


Participants may only protest the eligibility of an opponent. No protest will be accepted which involves the judgment of a game official, intramural rules or policies.  Protests may only be submitted by the team captain. 

How to Protest
--Captains should notify the game official of the protest. If will be documented by the official
--Captains should complete the online protest form
--Captains have 48 hours to provide documentation and proof of ineligibility to the Manager of Campus Recreation or Sport Supervisor

FORFEITS & DEFAULTS    


Game Time is Forfeit Time!
 
Game time is determined by the supervisors/officials watch/clock on the court. The minimum start number for the sport must be present in order to avoid forfeiting the contest.
 
Grace Period
If one team does not obtain the minimum number of players, is not ready to play at game time the following occurs:
*The team will be granted a 10-minute grace period to obtain the minimum number of players to participate. If the minimum number of players arrives within the 10 minutes, the game will be played and recorded as an official game. NO EXCEPTIONS ARE PERMITTED TO THE 10-MINUTE GRACE PERIOD. If a
  team is unable to obtain the minimum number of players for participation, the game will be recorded as a forfeit.
 
If neither team has the minimum number ready to start at game time, the first team to obtain the minimum number of players will receive the forfeit win. If neither team is able to obtain the minimum number of players in the 10-minute grace period, the game will be recorded as a DOUBLE-FORFEIT.
 
If both teams are ready to play at the designated start time, but due to a previous game running long or the court is not ready for play, the starting time will be adjusted so that the teams receive a full allotment of playing time. Game time begins as soon as the court is available for play.
 
A game will not be forfeited if the Campus Recreation Staff (officials, scorekeepers, etc.) are not ready to begin play. Teams winning by default or forfeit will receive a 4.0 sportsmanship rating for the game. Teams losing by default will receive a 3.0 sportsmanship rating for the game. Team losing by forfeit that has at least one team member present will receive a 2.0 sportsmanship rating for the game.
 
More than one forfeit or a combination of a forfeit and a default will result in the team being removed from the league. Two (2) defaults is the equivalent of a forfeited contest. A team may default to avoid forfeiting.
 
Defaults
If a team (or player in individual sports) knows they cannot field at least the minimum number of players for a game, the team captain may notify the Campus Recreation Manager, by email, a minimum of 24 hours in advance to default the game. When defaulting, the captain must provide the Manager of Campus Recreation with the sport, team name, their name, as well as, the date and time of the game. Defaults will only be accepted from the team captain. They must receive an email confirmation from the Manager of Campus Recreation. If a team elects to default, they will be charged with a loss but not assessed a forfeit. Defaulting twice will result in a forfeit.
 
Procedure for forfeiting a game
*If one team is present at game time, the official will notify that captain that the clock will begin running and that the opposing team will have 10-minutes to meet the minimum number of players.
*If neither team is present at game time, the 10-minute grace period will begin for both teams. The first team to obtain the minimum number of players will receive the forfeit win.
*If the court/field is not needed for another reason, all participants who have arrived are allowed to use the court/field for practice or scrimmage play. The game will not be officiated and will not count as an actual game.
*If the last game of the day/night is forfeited, the court/field is closed and all equipment will be removed. The present participants may use the court/field but no equipment will be provided by Campus Recreation Department and the facility will close at its designated time.
 
All Forfeits are Final.

SPORTSMANSHIP        


Sportsmanship is an expectation that activities will be enjoyed with proper consideration for fairness, ethics, respect and a sense of fellowship with teammates and opponents. Campus Recreation expects a high level of sportsmanship from its participants and verbal or physical abuse of its employees will not be tolerated.  The sportsmanship rating system is intended to provide an objective scale in which teams are judged on attitude and behavior throughout the intramural league and playoff season. Behavior before, during and after an intramural contest will be included in the rating.

Sportsmanship Rating System
·      (4) Excellent Conduct & Sportsmanship – Participants show respect to the game, staff, equipment and facilities. The designated game captain exhibits control over their team and spectators and converses reasonably and rationally with officials about rule interpretations/calls and cooperates by providing any information requested by any intramural official/staff. No unsportsmanlike penalties are assessed.
·      (3) Participants display disagreement/frustration with decisions of staff/officials. Minor incidents of unsportsmanlike behavior towards opponents, spectators or staff. Examples include, but are not limited to, trash talk, publicly questioning an official's abilities, any manner of profanity, mocking the skill level of an opponent. Respect show for intramural equipment and facilities. Teams that receive a verbal warning for profanity cannot receive higher than a “3” rating. Teams that receive 1 yellow card  (soccer, volleyball, softball), unsportsmanlike flag (flag football) or technical foul (basketball) cannot receive higher than a “3” rating.
·      (2) Repeatedly questioning of judgment/officiating abilities not presented in a respectful manner, either verbally or non-verbally. Excessive profanity. Ejection(s) prior to the contest for illegal use of an ID.  Arguing between opposing teams/spectators. The designated game captain does not control their team and spectators; converses in a dissenting manner with officials about rule interpretations/calls and does not cooperate or provide information requested by any intramural official/staff while performing their duties. Teams that receive multiple yellow cards, technical fouls or unsportsmanlike penalties/warnings cannot receive higher than a “2” rating.
·      (1) Individuals/teams playing after the consumption or suspicion of consumption of alcohol/drugs. Damage/destruction of facilities/equipment. Any participant who plays under an assumed name. Any player ejection. Teams have ineligible players.
·      (0) Team is uncooperative and out of control before, during or after an intramural contest. The designated game captain exhibits poor control over themselves, their team and/or their spectators. Verbal or physical abuse and/or threat of, by participant(s)/spectator(s) or employees in the form of fighting, baiting, and/or wrestling with an opponent and/or teammate before, during or after an intramural contest. Any physical contact with any intramural employee. Team fails to cooperate/comply with intramural administrative staff/university officials while performing their duties; falsely represents or withholds any information requested. Any team causing a game to be forfeited, other than by not showing, or receives multiple ejections will receive a “0” rating. Team-conduct default.
If a team receives a rating of one (1) or zero (0), every team member will be required to meet with the Manager of Campus Recreation before being allowed to play again.
 
Sportsmanship Rating for Forfeit/No Show Games
If a team forfeits a contest where at least one team member is present, the team will receive a rating of 2.0, while a team where no one shows will receive a 0.0 rating.

PLAYOFFS & AWARDS


Chicago State University Campus Recreation follows the following guidelines and determinants when advancing intramural teams to playoff competition.
 
Participating teams must fulfill the following minimum requirements to advance to the playoff competition:
*Completion of the regular season without more than one forfeit or a combination of a forfeit and a default/forfeit, which results in the team being
 removed from the league.
*Adherence to all campus recreation intramural guidelines set forth
*Retains a sportsmanship point rating of 2.75 or more.
 
Playoff Ranking System
Seeding in the playoffs is determined by
1.   Winning percentage
2.   Sportsmanship Rating
3.   Head to Head
4.   Points Against
 
Awards
Teams/Individuals who win an event in their respective division will be awarded a Campus Recreation T-shirt and have their picture displayed on the Campus Recreation website.
